RESEA2: Evidence Building Portfolio Project
The Challenge
In 2018, Congress permanently authorized the RESEA program, which aims to help Unemployment Insurance (UI) claimants return to work more quickly. As a result, RESEA now requires that states use evidence to demonstrate the effectiveness of their programs.
The Approach
Building on the RESEA Evidence Building Portfolio project, Abt will provide states services for a variety of evaluation technical assistance (TA) activities. These will include operating a RESEA evaluation Help Line, developing general evaluation TA resources, supporting a learning cohort of states, and reviewing state plans. The project team will also examine participant selection models and conduct a feasibility assessment for future studies.
The Results
The project will help states identify and implement effective RESEA program components and build the RESEA evidence base, leading to improved outcomes for UI claimants.

Abt Global and its partners co-sponsored a series of virtual panel sessions with DOL’s Employment and Training Administration (ETA) and Chief Evaluation Office (CEO). The series features presentations and moderated discussions among states, DOL’s Office of Unemployment Insurance (OUI), Office of Policy Development and Research (OPDR), CEO, and DOL’s contractors with the RESEA Evaluation Technical Assistance (EvalTA) Team.
