Alan McCagh has more than 20 years of experience in complex program management and technical oversight for government institutional strengthening, economic development, community development, democratic governance, and in the law and justice sector. A former senior Western Australia police officer, Alan has expertise in institutional strengthening of the police, courts, and prisons. He also has experience with grant-making facilities to improve community access to legal aid, policy dialogue, research, and crime prevention.

Jessica Gillmore is an international and community development professional with more than 20 years of experience working in Asia and the Pacific. She has expertise leading teams and managing complex donor programs across a diverse range of sectors including health, gender and women’s empowerment, community-driven development, education, governance and law and justice. She is highly skilled in program design, strategy development, research and evaluation and building stakeholder relationships with government, non-government, civil society and private sector organisations.

Katrina L. Bledsoe, Ph.D., is a trained evaluator, mixed methodologist, and social psychologist with evaluation experience in both U.S. and international settings. Dr. Bledsoe’s evaluation work has focused on community-based social services, health and education evaluation and programming, mixed methodology and methods, theory-driven evaluation, culturally responsive and equity-focused approaches, and topics in applied social psychology.

Nassim Díaz Casado is the chief of party for the USAID Local Health System Sustainability Project (LHSS) in the Dominican Republic (DR). He is an expert in project management with extensive experience in health systems, strategic management, and international development programs in the health sector. Diaz has more than 15 years of experience working as a project director for multilateral organizations, including the World Bank and International Development Bank. He has been chief of party of the USAID- Health Finance and Governance (HFG) project in the Dominican Republic and country program manager for the USAID-SHOPS Plus project, in addition to consulting with international organizations and public and private entities on health and social security systems.

Mona Abdeljawad is the chief of party in Jordan for the U.S. Agency for International Development’s (USAID) Local Health System Sustainability (LHSS) Project. She has more than 20 years of experience managing development projects in health, reproductive health, development, and human rights. Her educational background is in human rights law from the University of Oxford, and she has focused on disability rights. Mona participated in drafting the Convention on the Rights of Persons with Disabilities (CRPD) and served as the assistant secretary general of the Higher Council on the Rights of Persons with Disabilities.

Lisanne F. Brown has more than 20 years of experience in public health evaluation and research and a background in epidemiologic and program evaluation methods. She has worked on numerous evaluation and applied research studies for local, state and federal agencies. Her areas of expertise include maternal and child health, health care access, integration of primary care and behavioral health, community-centered health homes, social determinants of health, mixed methods evaluation design and implementation, survey design, and evaluation capacity building.

Leisa Gibson, the Gender Equality, Disability, and Social Inclusion (GEDSI) senior advisor and practice lead for Abt in Britain, has more than 20 years of international experience working for governments, the United Nations, and civil society organisations. Her expertise includes strategic and operational planning, program formulation and delivery, change management, coordination and partnerships, quality assurance, and targeted interventions. She works on such issues as disability, development, inclusive leadership, gender and gender-based violence (GBV) in humanitarian action, child marriage, women’s economic empowerment, and organisational capacity development.

Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects.  She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Natalie Arthur is a public health consultant with 20 years of experience working across health and human services sectors in Australia, Afghanistan, Bangladesh, United Kingdom, and United Arab Emirates. Natalie has led numerous complex program evaluation, review, and service development projects for Commonwealth, Australian state and territory government, and non-government organizations. She specializes in health, mental health, and disability. Natalie led the data scenario modelling of a further eight health service plans in Victoria and South Australia. As she worked on more than 40 projects, she built invaluable technical and project management experience supporting clients through the translation of complex methodologies into clear, utilization-focused recommendations.
