In 2013, the Conrad N. Hilton Foundation initiated a Youth Substance Use Prevention and Early Intervention Strategic Initiative to promote detection and intervention using the screening, brief intervention, and referral-to-treatment (SBIRT) framework. Abt Global serves as the monitoring, evaluation and learning (MEL) partner, evaluating the impact of 75 grant-funded projects. Abt found the investment had a positive impact through training healthcare and other providers, increasing substance use understanding, engaging policy advocates, implementing SBIRT, and expanding the SBIRT evidence base.
