Over the past decade, stakeholders across Los Angeles County have come together to develop and scale programs dedicated to ending homelessness. In the process, the community has learned valuable lessons about how to support each partner’s capacity—in areas ranging from funding to staffing to technology—to effect systemic change. Abt interviewed representatives from homeless service providers, public agencies, philanthropic funders and community organizations to identify and analyze the most pressing issues facing the county’s homeless service system for the Hilton Foundation’s Chronic Homelessness Initiative.
