Clifford Lubitz is the Chief of Party for the Abt-led USAID-funded health and nutrition activity in Tajikistan, Healthy Mother, Healthy Baby (HMHB). He has 20 years of experience leading efficient and impact-oriented cross-sector programs and initiatives. Lubitz’s expertise includes managing complex health, nutrition, and education programs in collaboration with host governments and the donor community in more than 30 countries.
The HMHB activity implements complex interventions to improve maternal and child health and nutrition in Tajikistan. HMHB scales up national nutrition strategies, institutionalizes health and nutrition services, and provides positive social and behavior change for mothers and children in Tajikistan. HMHB helps to improve the nutritional status and prevent morbidity and mortality of mothers and children under two. It also improves the quality and availability of lifesaving, evidence-based health interventions for women and children in the Khatlon region of Tajikistan.
Lubitz has optimized technical impact, improved project efficiency, and ensured resource utilization for effective performance. His career includes being a USAID foreign service officer, founding three companies, leading grassroots community development activities, and engaging senior government officials.
He led USAID/Nepal’s Feed the Future efforts and maternal and child health activities. In South Sudan, he worked to re-position family planning to help address the country’s high maternal mortality rates. As the team lead for USAID’s Nutrition Division, he managed USAID’s global nutrition project, SPRING. As the founder and owner of three companies, he won 50 contracts in two years in 12 countries.
