Benny Kil

Senior Director, IT Project Management

Bio

Benny Kil is a certified Project Management Professional (PMP) and a certified scrum master (CSM) with over 15 years of project and product management experience—working in business analysis and project delivery in the federal, state, and commercial areas with a focus on technology and digital processes. He has experience in leading multidisciplinary teams to deliver client requirements using agile methodologies (scrum and kanban). He is an experienced leader who can provide IT project and portfolio management oversight through the entire software development lifecycle (SDLC), including client management, business requirements elicitation, IT software development, quality assurance (QA)/quality control (QC), testing, and deployment. Kil has led projects with a variety of federal clients, including the Centers for Disease Control and Prevention (CDC), the Centers for Medicare and Medicaid Services (CMS), the Department of Homeland Security (DHS), the Federal Communications Commission (FCC), and the United States Department of Agriculture (USDA).

As the project director of the $9.5M CDC / Center for Forecasting and Outbreak Analytics (CFA) Demographic, Social, and Comorbidities Table (DSCT) project, Kil leads a team of data scientists, epidemiologists, web developers, UX designer, project managers, and business analysts to help expand the CFA’s data network and provide CFA with a comprehensive data table to help prepare for the next pandemic. Kil leads all client engagements to deliver the work and ensure the project is within scope and budget and on track with the schedule. He also manages HealthVerity, the subcontractor on the project to ensure the project datasets are curated and integrated to be displayed on the CDC website.

Prior to Abt, Kil directed a large team of IT project managers, IT product managers, and business analysts in the Analytic Systems and Technology (AST) division of the Health Unit at Mathematica to support federal, state, and commercial projects. He scaled the IT project and product management capability in the Health Unit and supported business development opportunities particularly in health projects at CMS. He was also the project director of a $10M federal Medicaid project that had a team of 40 project staff. He directed this project to collect, review, and analyze Medicaid data from states.
