The Challenge
Individuals and families experiencing homelessness may spend a long time in an emergency shelter or transitional housing while they try to save money or arrange for a new place to live. Rapid re-housing (RRH) focuses on moving individuals and families experiencing homelessness into rental housing quickly with appropriate time-limited supports to help them stabilize. But evaluations of the outcomes of several national RRH programs have shown mixed results.
The Approach
Abt's Understanding Rapid Re-housing Study will answer important questions about RRH. The study has four components: 1) A review and synthesis of current research on RRH outcomes; 2) Analysis of RRH data on how families use RRH short-term rental assistance, before and after housing situations; 3) Creation of a comprehensive database of RRH programs with administrative and program data; and 4) Additional data collection through interviews and an ethnographic study of RRH participants at two study sites.
The Results
The multi-year study will culminate in the production of a suite of resources that will help policymakers and practitioners determine the most effective use of RRH in their communities.
