Larry Weinstock is a highly skilled program manager and regulatory professional with extensive experience in a range of federal program leadership roles. During his 30-plus years at the U.S. Environmental Protection Agency (EPA), Weinstock worked on a wide variety of environmental issues, programs and cross-Agency initiatives, including innovative Clean Air Act programs, environmental justice, energy, climate, environmental sustainability, nuclear waste disposal, enforcement, and organizational improvement. He also facilitated collaboration among various departments, offices, and all involved stakeholders. Weinstock has used his wide range of EPA experience, creativity, and knowledge in a range of fields, including law, science, policy, and economics to craft innovative and effective program strategies.

Daniel Peniston is a Climate Adaptation and Resilience Specialist at Abt Global, where he provides technical support in adaptation, resilience, and climate change. He has experience in adaptation, climate policy, nature-based solutions, responsible forest management, ecosystem services, sustainable supply chains, political economy, urban sustainability, air pollution, and supporting Indigenous-led forestry and climate programs. 

Allan Duncan has more than 20 years of experience in designing and managing large, complex programmes in Africa and Asia. His work has cut across a number of areas, including climate change, institutional development, governance, and capacity building. He has managed multidisciplinary, culturally diverse teams that delivered high-quality results in challenging environments. He has worked extensively in Africa and South Asia for such clients as the UK’s Foreign, Commonwealth and Development Office (FCDO) and Australia’s Department of Foreign Affairs and Trade.

Dr. Satyendra Prasad is the Principal Technical Lead for Abt’s climate initiatives in the Asia-Pacific region. Dr. Prasad is a diplomat and governance expert with over two decades of governance experience across international organizations, including the United Nations (UN), World Bank, and the UK’s Department for International Development (DFID) – now known as the Foreign, Commonwealth & Development Office.

Hoai B. Huynh has more than 25 years of experience in energy, environment, engineering, policy, and program management in the U.S. and internationally. He has worked in the U.S. government, consulting, aerospace and defense industry, and non-profit sectors. He also has had experience leading corporate strategy and growth efforts at Abt Global, Deloitte, AECOM, ICF, and CDM Smith. He has worked for such clients as U.S. Agency for International Development (USAID), Millennium Challenge Corporation, the World Bank, U.S. Environmental Protection Agency (EPA), and the U.S. Trade and Development Agency.   

The final report on USAID’s Abt-led Clean Power Asia project finds the project exceeded its goal of driving a transition to a low-carbon power sector tenfold.

Abt Global Britain has been appointed to lead the Decision Support Unit of the Land Facility, funded by the UK’s Foreign and Commonwealth Development Office.

In May 2020, a team from Abt in Britain eagerly launched the Good Governance Fund (GGF) programme—a new and complex effort to improve governance in Ukraine, Georgia, Moldova, and Armenia.
